Material Coordinator (Transportation)

Location: Fort Bliss, Texas
Technica LLC seeks to fill a Material Coordinator (PPPO) on a Government contract with a place of performance at Ft. Bliss, TX. 
 
Job Duties:
 Process all invoices submitted by the Transportation Service Provider (TSP) for services rendered providing personal property shipping services to all military, civilian and their dependents.
  • Serves as a material coordinator with the assigned responsibilities of reviewing invoices for payment and related government forms.  Invoices are for household goods movement (received via courier, mail, fax, e-mail and dedicated computer programs) and accessorial services in support of military members and DOD civilians assigned to Ft. Bliss area of responsibility. Also performs basic clerical assistance duties in support of the Transportation Office.
  • Reviews all moving companies’ invoices and accessorial service invoices under the Direct Procurement Method (DPM) contract. Payments shall be at best interest for the government and in conformance with established regulations and prudent decisions of the employee and guidance.  Obtains supporting documents and prepare payment documents for mailing after signed and approved by a government representative (Traffic Management Specialist). Forward those in electronic or manual form to the corresponding office.
  • Reviews all invoices through the Central Web Application (CWA) for shipments processed in the TOPS system for accuracy and validity by verifying data with documents on record  in coordination with the Traffic Management Specialist, serve as liaison with moving companies for quality assurance of invoices and to determine if services were previously authorized at government expense.  Perform the same procedure through Defense Personal Property System (DPS) for those processes under this system.
  • Determines correct course of action and maintains datelines for proper payment processing to prevent interest payments on past due invoices.  Immediately advises responsible government person is any difference or situation of importance occurs. Perform all filing and document tracking for this function to include a weekly status reports.
  • Follow up and verify through each DOD Defense Account Office system if payment has been processed.
  • Informs supervisor on delays and return incorrect invoices to moving companies or their local agents. Maintains logs and files including notes to support all operations.
  • Utilizes the Defense Personal Property System (DPS), the Transportation Operational Personal Property Standard System (TOPS) and the Central Web Application (CWA) to input data relating to transportation functions to generate, update, review, retrieve data, printout application for shipments, service orders, etc.
Inbound - Perform work arranging for delivery of inbound household goods and unaccompanied baggage within FT  
Bliss area of responsibility.
  • Provides delivery shipment services to military personnel, civilian employees, and their dependents in matters of domestic and OCONUS movement of personal property. 
  • Provides information to customers concerning entitlements for the arrival of their household goods, unaccompanied baggage, privately owned vehicles, and for temporary storage of personal property. 
  • Coordinates arrangements for delivery with the owners and carriers.  Explains Customs, local government taxes (Hacienda), procedures, and requirements. 
  • Arranges placement of property into temporary storage based on regulatory entitlements
  • Maintains suspense on each case to inform owners of expiration date for storage at Government expense.  Obtains authorization for withdrawal of property from storage or for extending storage following written procedures.
  • Processes and reviews invoices for accuracy of charges on accessorial services provided by local agents and submit them for approval to the Traffic Management Specialist.
  • Utilizes the Defense Personal Property System (DPS) and the Transportation Operational Personal Property Standard System  (TOPS) to input data relating to transportation functions to generate, update,  review; retrieve data, printout application for shipments, service orders, etc.
 
Job Requirements:
  • Security. Personnel performing work under this contract will require to have a National Agency Check with Inquiries (NACI) investigation, which the government will initiate and provide starting the effective date of this contract.
  • Must be knowledgeable on personal property shipment and travel entitlements, regulations and procedures.
  • Must have an in depth working knowledge of the Defense Transportation Regulations; have the ability to analyze, correlates, and evaluate transportation data and knowledgeable of automated transportation systems and programs, i.e. Defense Personal Property System (DPS) and Transportation Operational Personal Property System (TOPS) or any other program directed to use.
  • Must be knowledgeable and computer proficient in MS Word, electronic spreadsheets, database management, communication system programs and Microsoft Office (latest version) are required.
  • Must be fluent English.
  • High school diploma or equivalent.
  • Familiar with Department of Defense Transportation and Travel Regulations.
  • Extremely Customer Focused,
  • Must have the ability to multi-task,
  • Must have the ability to brief small and large groups of people
  • Must have a minimum of 3 years relevant experience.
  • Counsels all ranks of military personnel and family members to process moves for Home of Record (HOR) entitlements.
