Operations Manager

Location: Fort Bliss, Texas
Technica LLC seeks to fill an Operations Manager position to perform on a Government Contract with a place of performance under Ft. Bliss, TX and travel to White Sands, NM.
The Operations Manager reports directly to Technica’s Program Managers (PMs) at Fort Bliss, TX and the HMSO Program Manager.  The individual will serve as Operations Manager at Ft. Bliss, TX and Site Lead for White Sands, MN. The operations manager/site lead (OMSL) oversees goods and/or provision of services. It is the OMSL job to make sure the organization is providing efficient service that meets the expectations and needs of customers and clients. The OMSL has a broad role, and the specific responsibilities will vary based on the Program Managers Guidance, but generally it includes monitoring and analyzing the current system of production or provision to check for effectiveness and working out a strategy for improving if necessary.
While serving as the operations Manager, individual will manage day-to-day activities with staff, analyzing statistics and reading and writing reports. Operations manager will provide liaising with Branch Managers and presenting findings to PM and higher management as well as training and measuring staff performance.
While serving as the HMSO Material Manager / Site Lead, individual is responsible for the overall operation of the site, compliance with all requirements/regulations, and is the primary on-site POC for the White Sands, NM Customer for all matters related to the project. The HMSO Material Manager must possess the appropriate verbal and written communications skills to conduct briefings on the effort, regulatory compliance and efficiency, to include cost.
·       Perform reporting requirements, in accordance with PMs Guidance. This includes monthly performance reporting, inventory reports, weekly reports, TDY trip reports, inspection/timesheet reports, property reports, and any others relevant to the performance of this contract
·       Perform functions relating to program planning, funds control, data collection and analysis, and control techniques
·       Oversee all management, scheduling (Surge/Emergency Operations and Overtime, rescheduling work, and regular work schedules), and contract requirement aspects
·       Performs employee discipline counseling, employee performance reviews, and other personnel reporting
·       Reviews and approves timesheets
·       Ensures all employees observe policy, procedures and regulatory guidance for explosive safety and physical security, and monitors for compliance
·       Make multiple site visit trips throughout project duration and document the inspection results and provide to Technica’s PMs
·       Remains in daily communication with the PMs to remain current on operations and anticipate any requirements to support the site team
·       Directs corrective action as needed, including commitment of resources, adjustment of schedules and staff allocation.
·       Must have a minimum 5-10 years of management experience in Army logistics operations
·       Must have experience with financial management and knowledge of Standard Army Management Information Systems (STAMIS)
·       Must possess general supervisory experience, supply management experience, transportation experience
·       Must have at least 5 years of experience in Army HAZMAT operations
·       Must have a comprehensive knowledge of governing regulations, policies, procedures, and other applicable service regulations.
·       Must understand ISO and quality management system program level functions
·       Analytical ability to define or recognize the dimension of the problems involved, to collect the necessary data to establish the facts, and take or recommend action based upon application or interpretation of established guidelines
·       Must be able to work independently
·       Must be able to maintain a secret security clearance, as necessary
