Supply Property Book Office and Operations Lead

Technica LLC seeks to fill a Supply Property Book Office (PBO) and Operations Lead position to perform on a Government contract with a place of performance at Ft. Richardson, AK and Ft. Wainwright, AK

Responsibilities:
·        Manages, directs, coordinates, and oversees the PBO work and operations of six subject matter expert Supply technicians providing support in accordance with the Program of Instruction (POI) approved by United States Army Alaska (USARAK) Maintenance program
·        Plans and schedules work and production to be accomplished by subordinates, sets and adjust short-term priorities. Assigns work in consideration of employee skills and mission requirements.
·        Manages all aspects of the PBO program, to include long- and short-range planning, supply training and proficiency, human resources direction, budgeting, etc.
·        Provides technical and administrative advice to Senior through Company level military commanders and staff personnel regarding the supply property book programs, fiscal matters, organizational planning, and staffing for all levels of supply.
·        Uses the Global Command Supply System Army (GCSS-Army) to accurately account for all non-expendable property.
·        Requests, receives and issues nonexpendable property items to Primary Hand Receipt Holders or designated representatives.
·        Utilizes GCSS-A to account for and manage property assets Garrison and TDA activities.
·        Maintains formal accounting records and accounts.
·        Establishes and maintains hand receipts and meets regulatory requirements for inventories.
·        Determines appropriate authorization, requisitioning, receipt, issue, and disposal of property book equipment.
·        Reports property records discrepancies and adjusts records in accordance with Army/DOD/Federal policy.
·        Establishes and implements local policy for storage of property held in inventory.
·        Develops and coordinates a wide variety of supply, equipment, and accountability concepts and procedures for implementation.
·        Serves as the resident expert for such topics as regulatory and legal requirements for property management, logistics operations, material acquisition and equipment reutilization and provides advice and assistance to customers and activity Directors throughout Alaska.
·        Property Accountability includes responsibility for inventory scheduling of Hand Receipt Holder Accounts and maintaining account property records.
·        Reviews and reconciles Garrison and support unit TDA’s for proper authorization and ensures property is on hand or on order.
·        Screens lists of excess property and supplies for the purpose of redistributing such items.
·        Applies document numbers, priorities designators, etc., as set forth in applicable regulations and ensures supply requests are submitted to the SSA.
·        Reviews all Purchase Requests to ensure appropriate authorization and priority designations prior to entry into property records.
·        Prepares inventory lists, assists Hand Receipt Holders as required in conducting inventories, and adjusts property records as required to ensure accuracy.
·        Assists management with settlement of problems of a special, controversial, or technical nature, as they occur, regarding all phases of property management.
·        Reviews and approves inventory reports to assure compliance with all regulations.
·        Prepares and assures the execution of an annual inventory schedule.
·        Advises Hand Receipt Holders and upper level management personnel about appropriate management of property and the procedures for processing Financial Liability Investigation of Property Loss (FLIOPL), DD Form 200, Survey, investigations, and other regulatory means used to affix responsibility for property lost, stolen, or destroyed.
·        Ensures FLIOPL, DD Form 200, and all property transactions document registers are properly maintained
·        Performs other duties as assigned.
 
Requirements:
·        Must have and be able to maintain a SECRET security clearance.
·        Must have expert knowledge and experience in the application of supply program relationships, policies, principles, procedures and regulations sufficient to monitor and resolve difficult problems.
·        Must have expert knowledge of specialized inventory and storage management concepts, techniques and processes sufficient to effectively study, analyze, evaluate, and provide recommendations concerning the effectiveness and efficiency of supply management operations.
·        Must have knowledge and skill in applying analytical and evaluative methods and techniques sufficient to achieve program objectives; research and resolve error situations and technical problems from supply management and user standpoints; conduct studies and make recommendations for improvements in various supply management processes and programs.
·        Knowledge of and experience with the organization and functions of supply applicable to redistribution stock record accounting, distribution and storage management.
·        Knowledge of and experience handling the inventory process sufficient to verify inventory counts; perform extensive research to identify and resolve discrepancies and to upload inventory data into the supply system. Skill in developing and interpreting a variety of operational staff reports and briefing to supervisors and higher headquarters personnel encourage understanding acceptance of funding and recommendations.
·        Ability to communicate effectively to provide technical advice, guidance and assistance to customers.
·        Must have eight (8) years’ experience in military logistics management and operations experience.
·        Must have five (5) years’ project management experience over Army property book and supply operations and equipment.
·        Must possess communication skills sufficient to clearly and succinctly correspond, orally and in writing, with senior Army leaders.
·        The incumbent of this test-designated position is subject to random drug testing on an unannounced basis as a condition of employment under the Expanded Army Drug-Free Federal Workplace Civilian Drug Testing Program.
·        Subject to random drug testing on an unannounced basis.
·        Must possess a current state driver's license.
